SVN commit 8767 by avilla:

- Build and install the generic bearer plugin.

Bearer Management controls the connectivity state of the system so
that the user can start or stop interfaces, or roam transparently
between access points.

This backend is the fallback for all platforms and supports network
interface notifications via active polling only.

It still needs patching to return interface type. Should be trivial,
I'll do it.
