SVN commit 8496 by rakuco:

Add devel/libcult.

libcult is one of the dependencies of xsd, which is a dependency of
libkolabxml, which itself is a new dependency for kdepim4-runtime for
the existing Kolab support.

libcult, xsd and friends are a royal pain in the butt to package: they
were all implemented by the same guy and use an alien build system
(devel/build) and do some glibc-isms we need to work around.

I have added comments to each of the patches in files/ to explain why
they are there.
