kde 4.6 was not yet released to ports because:

developers make stuff for linux only because they're mainly linux users. 
luckily, kde is pretty good at supporting freebsd (e.g., even if they've 
moved to udev, they still support hal), and we (kde@ team) try to fill 
the holes they leave open (and we're also working on getting devd 
support in), which is made easier by the abstraction layers they have 
created

xfce seems to be in a worse position, as udev is probably directly used 
across the whole codebase, then porting it to devd requires a 
noticeable amount of work...
