I see the same trouble as the OP.

Adding USE_GMAKE=yes gives the same problem:

[  0%] Built target nepomukcontroller_automoc
gmake[2]: *** No rule to make target
`/usr/local/kde4/share/dbus-1/interfaces/org.kde.nepomuk.ServiceControl.xml',
needed by `servicecontrol.cpp'.  Stop.
gmake[1]: *** [CMakeFiles/nepomukcontroller.dir/all] Error 2
gmake: *** [all] Error 2
