[kde-freebsd] "Cannot resolve system encoding"

	In the process of upgrading various bits, I see multiple
instances of something like this:

kio_help4(25556) KLocalePrivate::initEncoding: Cannot resolve system encoding, defaulting to ISO 8859-1.

	and compilation continues.
	For future reference: is there an option or an environment
variable or something I need to set to make this go away?
