[kde-freebsd] kipi-plugins-kde4 port ready for testing

The new kipi requires kde 4.2, so if you could include it with that version I would appreciate it :)

Yes it could be added to area51 and committed with 4.2. But if it does work 
with KDE 4.1.4 I could commit patches for kdelibs4 and kipi then.
