 I found that this problem had been previously reported in closed PR 115912:

 In this PR it was discussed that the textproc/flex port needed to move
 the FlexLexer.h include file to a subdirectory and all textproc/flex
 ports patched to use the new location.
 
 Since this hasn't happened, could this simple patch be applied.
 
 The patch could be changed to check for
 ${LOCALBASE}/include/FlexLexer.h, and then set LEX if found.
