[kde-freebsd] koffice is missing kde-config

Ok, this is actually a problem for most kde3-dependent ports. The 
libraries set in bsd.kde.mk for USE_KDELIBS_VER and USE_KDEBASE_VER also 
exist in KDE4.

Attached is a diff to bsd.kde.mk that should take care of this, using 
libraries that don't exist in KDE4.
