It sounds like you haven't built and installed kdebase-4-runtime. Go check 
that you built that port.

In a nutshell:

kdelibs = basic KDE libraries
kdebase-workspace = the actual desktop
kdebase-runtime = libraries, icons, resources for KDE apps
kdebase = basic applications (konqueror, konsole, etc)
