As you can see below sorting is quite OK on FreeBSD ...

$ mkdir test
$ cd test/
$ touch A B a b
$ ls
A       a       B       b
$ locale
LANG=sk_SK.ISO8859-2
LC_CTYPE="sk_SK.ISO8859-2"
LC_COLLATE="sk_SK.ISO8859-2"
LC_TIME=C
LC_NUMERIC=C
LC_MONETARY=C
LC_MESSAGES=C
LC_ALL=
