please set a new release of oxygen icons for the next framework 6.27

Oxygen icons is not part of frameworks (KF6) anymore as far as I know.
Last release as a standalone project was by Jonathan in preparation for plasma 
6 because of that so people would still have oxygen icons even when they don't
have KF5 anymore. 

If you think oxygen is due another release it can have another release as a 
standalone project. Either by you or someone else that knows how to make
releases.
