This is actually not a Qt 6.11 regression, it's caused by the 2025c IANA 
timezone database update, the timezone definition for PDT/PST has changed for 
1970-1975 retroactively.

So the Qt 6.10 test will show the same failure with the next image rebuild, 
and the probably correct solution is to adapt the test data to the new 
reality.
