That's the same issue kitinerary has been hitting recently. The assumption is 
that ZXing needs to be rebuilt after a Windows image/toolchain update.

This is probably best done by deleting the current ZXing Craft cache entry for 
MSVC, which isn't something I can do. Doing this via a patch level bump would 
needlessly impact all platforms.
