Debian stable has 3.31.6 (oldstable has 3.25)

My suggestion would be minimum version available in 3-4 different
LTS-ish releases from a linux perspective. Debian, Ubuntu LTS, 
I'm not sure what the redhat/suse/... relevant versions are 
called.

And maybe also something that can be used with Visual Studio on windows
(don't they still ship a cmake?
