Raising KF5 version a bit earlier

Hi,
Would it be possible to get the version bump in master a bit earlier in
this cycle?

This change made it so the setting will only be used when the version is
actually 5.85 and I think it would be good to make sure we are testing them
a bit before as we work on the frameworks.
