D28123: move setErrorMessage definition out of the linux ifdef

REVISION SUMMARY
  rather obvious in retrospect. the definition is OS-independent,
  the declaration naturally should be as well.
  this fixes builds of drkonqi on all systems that aren't
  linux.
  
  this file has way too many, way too long ifdefs...
