D26513: Port KNotification from KWindowSystem

REVISION SUMMARY
  KWindowSystem::activateWindow does the same system call as
  QWindow::requestActivate for X11 and Windows and both currently do
  nothing on wayland.
  
  May as well use Qt implementation
