D17593: Notify if a default provider failed to download

The unittest failed. I kind of fixed it (see commit 32a662b <https://phabricator.kde.org/R235:32a662b88e9b684530a4fb4caf55aca62697eaf9>), and my fix works, but it's ugly, it still waits for 5s instead of using that failedToLoad signal.
However when requiring the signal to be emitted (see patch below), the test is unstable (sometimes it passes, sometimes it fails -- ProviderManager::fileFinished isn't called). Any idea why?
