Increasing KF5 cmake requirement to 3.5?

ECM still builds with CMake 2.8.12 *if* tests are disabled.

If the tests needing Qt are ignored, only one test fails 
(KDEPackageAppTemplatesTest which explicitly requires CMake 3.0).
