REVISION SUMMARY
  It seems `requestActivate` only implies unminimizing but not raising if already visible

TEST PLAN
  - Opened applet config, buried it underneath some windows, opened same applet config again. Now it would raise itself to the top
  - Same for wallpaper config
  - Verified that when it is minimized it still unminimizes fine
