D16643: Correct the accept flag of the event object on DragMove

  @bruns
  If `setAccepted` goes below the first if:
  
  - if there is a change that make m_enabled change from true -> false while moving, the cursor still display the dragable icon
  
  So I let it be on the top to make the cursor be able to change the icon to forbidden one right away.
