REVISION SUMMARY
  Kate is an advanced, programmer-and-source-code-centric text editor. It should have line numbers on by default, since these are useful 99+% of the time for those use cases.

TEST PLAN
  - Deploy change
  - Create and log into a new user account
  - Open Kate and see that line numbers are visible
