D12077: Show view mode buttons in the open/save dialog's toolbar

  I wonder if we should revert this before it ships to users. I'd rather not introduce this in 5.46 if we are about to change it again for 5.47.
  
  Better accumulate visual changes a bit, because constantly changing the dialog might get annoying for users.
