D12333: Put the open/save dialog's toolbar above all other widgets, like Dolphin does

  Nice idea, but if I understood Nate correctly we want to put the New Folder button in this place. Also, there is a conceptual difference between a main window with a status bar of an application, and a dialog which normally has a row of buttons at the bottom.
