D12333: Put the open/save dialog's toolbar above all other widgets, like Dolphin does

REVISION SUMMARY
  This patch adopts Dolphin's location for the toolbar: above all other widgets. This improves consistency as well as freeing up precious horizontal space on the toolbar for additional items of betterm padding and sizing.
