REVISION SUMMARY
  This would create the surface after which this flag has no effect causing menus to have black rounded corners.

TEST PLAN
  I have nice rounded menus in Breeze and Oxygen again on panel and desktop. `PlasmaComponents.Menu` needs a separate fix
