Check the code: this isn't about foorc, but about 
share/ + "dbus-1/interfaces/kf5_org.kde.JobView.xml"
In other words, it requires KJobWidgets installed into a prefix that is part of 
XDG_DATA_DIRS.

You're missing shared-mime-info in your XDG_DATA_DIRS

(it's usually installed in /usr/share, which is among the default paths for 
XDG_DATA_DIRS)
