D6866: Add Doxyfile highlighting

REVISION SUMMARY
  This adds Doxyfile highlighting support, initially taken from https://github.com/KDE/syntax-highlighting/pull/5 and slightly modified.
  Also, changed license to MIT.

TEST PLAN
  Added unit test created with doxygen -g.
