REVISION SUMMARY
  This hints the actual size of the handle, excluding any padding and shadows and allows for the handle to touch the outermost border of the rail underneath.

TEST PLAN
  When slider.svgz doesn't have this element (compat), it looks the same. When I add an item, it takes it into account.
  
  No more gap.
