Qt version requirement in KF 5.13

Qt 5.3 still has the glib problem (only fixed in Qt >= 5.4), i suggest we try to fix 
the integration of 5.2.1 with the patch i sent Scarlett yesterday, she told me 
that she had used for the 5.2.1 build but something must have gone wrong 
because we got exactly the same error as without the patch.
