The KPackage frameworks is Tier 2 and depends on KDocTools, which is also Tier 
2, which, if I read Tier 2 policy correctly, is not allowed :-) Is there a 
plan to move it to Tier 3, or remove the dependency? Sorry if this was 
discussed before.
