Split kde-baseapps?

If moving Dolphin to a new repo is still possible then yes, because I would
prefer a KF5 based version of Dolphin in 15.04 :)
But if you think we should wait until the 15.04 freeze is over and release
a kdelibs4 version instead, is also ok.
