If I remember correctly, the idea was to match Qt requirements.

If we skip the "occasionally tested" configurations, the minimum gcc is the
version shipped with Ubuntu 11.10 (4.6.1 according distrowatch). This is the
current Qt 5.3, maybe gcc 4.5 was supported before, at least according the
last change in ecm:
