You're right that the comment, which I wrote, meant "not quite sure". Now I looked at the kde4 code more precisely, and since it was using KUrl(a,b), absolute urls (urls, not just paths, like http://www.kde.org) worked. No reason to break that. Absolute paths (/tmp/foo.html) won't work, but that's fine, I don't expect them to. If anyone wanted to point to a local file they would have to use a file:/// url. The default is help:/ after all, so anything else must be explicit here.
