Use the KF5::kconf_update target to locate kconf_update

kconf_update is an internal executable to KConfig, and so is not on
$PATH.  It is also not a kdeinit executable, although we still use
kdeinit to launch it just for consistency (of environment etc).

Builds, installs.  Ran kded5, and kdeinit5 printed
kdeinit5: Got EXEC_NEW '/home/kf5-devel/kf5/lib64/kde5/libexec/kconf_update' from launcher.
kdeinit5: preparing to launch '/home/kf5-devel/kf5/lib64/kde5/libexec/kconf_update'
and no related errors.
