Added current release schedule to techbase

Yes. A new release at the beginning of every month,
rounded up to the nearest weekend.

Here's my suggested release schedule, therefore:

5.1 tagged on August 2nd
5.2 tagged on September 6th
5.3 tagged on Oct 4th
5.4 tagged on Nov 1st
5.5 tagged on December 6th

http://techbase.kde.org/Schedules/Frameworks should probably list public 
release dates as well, which would be: the next Thursday after that.
