git repo name in review request e-mail subject

If you have added yourself as a maintainer of a repository via 
TARGET_PEOPLE in its .reviewboardrc file, then you are mailed 
directly, while the other review request simply go to the list. 
Unfortunately, this doesn't always seem to work.
