Of course "khelpcenter help:blah" will not displays this docbook, because 
in frameworks this is installed in ${HTML_INSTALL_DIR}/en SUBDIR kioslave/help/documentationnotfound
wheras the kio help expects this docbook in ${HTML_INSTALL_DIR}/${CURRENT_LANG}/ SUBDIR khelpcenter/documentationnotfound 
like in kde4.
