How do we want to ship framework translations

Hello Alex,
The words "framework-by-framework basis" may be understood in three
different ways:
1. Translations to all languages are shipped in a single tarball
together with the framework's source code, e.g.
ktexteditor-5.0.0.tar.xz.
2. Translations to all languages are shipped in a single tarball,
separately from the source code, e.g. ktexteditor-l10n-5.0.0.tar.xz.
3. Translations to each language are shipped in separate tarballs,
(also separately from the source code), e.g.
ktexteditor-l10n-fr-5.0.0.tar.xz. However, this would lead to tens
thousand of tarballs.
Could you please tell which of these three options you meant?
