File without licence

According to http://techbase.kde.org/Policies/Licensing_Policy the copyright 
line is needed.
And I think is important to have *all* file with a license.
But there is no license for cmake files, ui files; kcfg files... but not sure we 
can fix it easely.

So I will start next week to "blame" all people for files without license.
