Using target names directly vs. variables

OK, this is the argument that wins.
You do the work and you maintain that stuff, so I'll let you decide.

Let's use variables.

I like the idea of using ${Foo_TARGETS} though, it seems more explicit, and
informs the reader that this includes include paths, not just a library.
