workflow for adding new classes?

Hi ...

I am hoping to move the ConfigLoader class from libplasma into the kconfig 
library. It needs some API review and a name change ... but before I go into 
details there I was wondering if there is a desired / defined workflow for 
proposing new classes for inclusion in frameworks?
