New "official" way how to use an installed kdelibs from the frameworks branch

Temporary until we have the "final" frameworks solution.
Until then I hope it should serve us relatively well, at least much better 
than what we had until yesterday :-)
And then we'll need/want to provide some kind of compatibility Find-module, I 
am still quite unclear how that will work out.
