tier1/kcodecs/ doesn't compile standalone

Hi,

tier1/kcodecs/CMakeLists.txt sets an include directory 
${CMAKE_SOURCE_DIR}/tier1/kcoreaddons/src/kernel/ which is needed for 
including qlocalizedstring.
So it doesn't build standalone.

What is the plan with this, are the libraries in tier1/ alkready supposed to 
be buildable standalone ?
