CMake requirement

Hi,

If I read commit e3db7f7ec9ecd2614478c0c990867ae69055c375 correct it 
introduces a requirement on CMake >= 2.8.6-2015-g99966be.

What is the required version?

And could a check in the main CMakeLists.txt file be added to ensure that this 
requirement is met?

The reason I'm asking is that jenkins has stopped building the frameworks 
branch and due to the rather unhelpful message of being unable to link against 
LINK_PUBLIC, it has been in that state for some builds.
