i think it's both: not enough focus (yet) and not knowing how to contribute.

add to that that we have no timeframe for development, so there is no sense of 
urgency pushing people to work on things. deadlines can be a fantastic 
motivator for some :)

it's all compounded by the fact that working on libs that no apps are using 
yet has less instant gratification.
