Yes.

For the protocol: GnuCash uses C++ and already has support for using
ktoblzcheck and aqbanking (e.g. mentioned at
http://www.hthoma.de/projekte/gnucash/), so it already uses
corresponding API's.  The download support is new for all listed
applications and must be added accordingly. Since all projects use c++,
there are no restrictions here.
