[Kde-extra-gear] Userbase Mediawiki update

The mediawiki engine of userbase is to be updated today.  If you are currently 
contributing to userbase you are advised to do no work on it today, and to 
keep a local copy of your first commit after today.  We do not expect problems 
or delays, but no-one likes to risk losing work :-)
