Any new code must be under one of those licenses.

Either you allow GPLv2 or later (any later version), or you allow GPLv2, 
GPLv3 or later versions approved by the e.V.

You cannot choose GPLv2-only or GPLv2-or-3-only.

Very simple: GPLv2 is incompatible with GPLv3. That's why one you now have 
to give the option to use v3 + some future versions.
