[Kde-extra-gear] KTorrent 2.2.3 is released

This is the latest bugfix release for the 2.2 series of ktorrent. It
contains all the bugfixes done in the last few months.

There are some minor new features, like file selection in the webgui
and the filter bar. As usual the source and binary packages can be
found on our website http://ktorrent.org
